All I seen in these videos that dots are indeed dynamic. Check dots on mage before expiration of the insignia int boost at 2:12
. The dot damage for all of the the dots got significantly lower.

At 1:01, with no buffs present, and he hasn't touched the 4th dummy ever since the first soul swap, Agony lowers automatically and does 12328

Soul-swapped DoT scaling should be dynamic. This is clearly the intended behaviour.
So you have irrefutable proof that in open world/PvP dots were dynamic.
